Is there a way to send messages to Vendors from the Contract Module?

The Contracts Module does not have capabilities that would allow you to reach out to Vendors directly, but there is a tab where you can create and store the Vendor's contact information for the respective contract.

You can add a Vendor's contact information in the Vendor Contacts section of a contract, as shown below.
